To develope [develop] the resources of the colony of Victoria, a railway was commenced in September 1853 from Geelong to Melbourne a distance of forty five miles, & the entire line is expected to be opened at the close of the present year 1855.
The economy of railway communication between the capitels [capitals] of the gold district is evident.  The formation of common roads to the digging population from the tributary towns, has already cost the Government large sums of money and up to this time the great trunk highways to Ballarat, Castlemaine, and Sandhurst during winter months are lined and broken down drays, bogged & checked in their journey by the
freshets in the rivers & creeks, Under the head of Reads Bridges, "Police & Transport" may be found the largest items of the Colonial Public Expenditure; and it is only by the adoption of a general economic system of railways that the vast and increasing wants of the community can be adequately provided for, and the colonial exchequer
proportionably benefited [benefitted].
