I should think it cannot. Their case is this - we took this land conditioning to pay a certain Quit Rent - we were put in possession on that condition - give us the grants in conformity to it, and we will recuse and comply with their tenor - until you do we will keep our land without Grants, for you have no right to contrive regulations  that we never would have accepted the land under - I do not think they will dare to enforce the threat published in the Gazette, indeed Sir Thomas told me when I was last with him, that the affair was referred to Government.
