its infamous traffic at the expense of the poor and unfourtunate -       His Exy B - not only suppressed the barter of spirits but by his judicious orders suppressed those vagrant dealers / the pest of this country / who stroll through its districts imposing upon the indigent & ignorant and are - generally the petty agents of those gentlemen who want the Profits of Tread withdrawing behind the scene themselves to enjoy them it and defend these wretches against all powers & authority.
    His Excellency also encouraged the industerous and well deserving and I verily believe that if the Revolution had not taken place through all this by this date the colony would have got all this that most of the industerous settlers whould have been able to a discharged their respective debts and their Farms Stock would have been their own and not under heavy asignments & Interest to those characters who live on the Vitles of the poor and indigent.
     As far as I can learn His Ex was determined to serve the country in providing against the evils of another flood or similar disasters and had actually ordered the Store
