These letters generally produce from 30 to 40,000 - & I do not see any colony or settlement can have a stronger claim than one to wh. the mother country sends all her elite of a particular class.

I saw the defects of the Corporates especially in a new Country where there are not materials to make & carry on so much machinary; & in one of my reports (from V.D.L. [Van Diemans Land] I think) I proposed that the Crown shd. set apart by some act wh. without a violent convulsion wd. not be rescinded a given portion of the revenue for the support of the Church to be administered by the Govt. - I thus confined myself to the Estab. Church, because I was the Archdean of it I shd. now go a step further
