With regard to our present State it is this . I speak impartially because I am [indecipherable] thoroughly  [indecipherable] of the present people & I abhor [indecipherable] & the radicals. But I am decidedly for Reforms in the destruction of the Rotten Borroughs -  It is monstrousness in principle is most oppressive in practice & to carry that point I wd sacrifice every other consideration - When I was at Southampton & heard that [indecipherable] potent now impotent
