Message from Secretary of State for Colonies (begin) In connection expedition against German Possessions in Pacific, British Flag should be hoisted in all Territory occupied with success by His Majesty's Forces and suitable arrangement made for temporary administration. No formal proclamation of Annexation should however be made without previous communication with His Majesty's Government (ends) 1200.
