Message from Secretary of State for Colonies (begins):
In connection expedition against German Possessions in Pacific, British Flag should be hoisted in all Territory occupied with success by His Majesty's Forces and suitable arrangements made for temporary administration. No formal proclamation of Annexation should, however, be made without previous communication with His Majesty's Government (ends)
