Your Excellency;
In pursuance of the last paragraph of our agreement of September 17th, the papers relating to the personal status of the Officials of the Colony shall be handed over to a German Official designated by me. I have the honor to propose that these papers be delivered to Judge Weber in Rabaul. In case Your Excellency acceeds to my proposal, I beg leave to communicate in the matter with Mr. Weber.
Your Excellency asked me some time ago about an official confirmation regarding my official position in the Colony. I believe Your Excellency will find everything required in the papers relating to my personal status, and I have the honour to suggest your taking insight into these papers.
