The loading of the railway carriages was done by dock workers. All workers in Australia belong to a union, so the dock workers belong to the Wharf Labourers Union, which is said to wield great power. If you don’t belong to a union, they don’t let you near any work. When the military felt that the loading wasn’t done fast enough they first had to ask the foreman of the union before the Malay and Chinese deckhands were allowed to help. It is said that the power of the Wharf Labourers Union is such that the government was forced to refrain from arresting German workers who belonged to this union or else face strike action.
