1. Voluntary work: will be introduced from Monday; further details will be announced by the Major today.
2. Treatment: The guards will be instructed to desist from demeaning comments. There will be no more prodding as work is strictly voluntary. The comrades, too, are requested urgently to refrain from provocative comments.
3. Punishment: In the case of smaller transgressions the names of the perpetrators are being noted until they have been dealt with by the Commander; for more serious offences imprisonment cannot be avoided. However, the Major assures speedy sentencing.
4. Prison: will generally be improved. Proper floors, draught-proof walls and plank beds shall be provided. Imprisonment is not meant to be pleasant but should not be damaging to the prisoner’s health.
5. Abuses: there is to be no abusive behaviour by policemen and guards; complaints of such
nature are to be investigated right away.
