& I suppose to lay his complaints before Part.t or some one -  The Lt.Gov.r has a good answer to give - & tho' such failures may injure the Colony at first such settlers are better got rid of as you know in NSW- My idea is that it was a {indecipherable] of Levy who thought Peel's name w.d do any thing, that he w.d sink & then they wl. get all the land; but orders are come out not to grant him land except for those he actually brings out & for whose passage he has paid in full - the [indecipherable] with his [indecipherable] will not entitle him to more than 20,000 acres  & I doubt now whether
