This article “Imperial Federation”, a federation of all English-speaking countries and the United States, is interesting in that Carnegie here sees himself as quite the shrewd American. Should such a federation eventuate, he clearly hopes that England as the motherland would be in charge of defending her children. She’d be waging war on behalf of the union, albeit financially aided by it, while her children pursue their own affairs to great financial benefit and at their mother’s cost, just as it happens in this war. A truly American idea! His main desire is to establish a supreme court for motherland and children that would arbitrate for all English-speaking people.
“Its [the court’s] eventual influence on the race, and through the race on the world, will
be limitless. An imperial federation would facilitate the arrival of the day, in which I
firmly believe, when our race can confront any power which, under the pretext of war, is about to embark on the slaughter of human beings, by shouting: ‘Stop! I order you: who still moves will have us as their enemy. Tell me the details of your dispute so that I can arbitrate.’ As soon as the motherland and all her children can thus speak in unison,
