Interesting what he has to say about England’s policies in the article “Imperial Federation”: “Ceding the Ionian Islands to classic Greece and recently ceding Heligoland to the Germans proves her ability to act magnanimously, even with grandeur.”
Both labels are wrong. England thought she was getting a good deal swapping Heligoland for Wituland. Had her diplomats foreseen the development and growth of Germany’s power, she would have never ceded Heligoland for any money.
