No doubt he’ll be followed by Helfferich, Zimmermann and a few other ministers. It is very sad that this colossal tug-of-war between the representatives of the people did not generate an accord on a coherent policy, but it is sadder still that the government had to be convinced with such a public Reichstag resolution that, by obliging only the wishes of the conservatives, it ignored the overwhelming majority of the people.
