<p>[Page 12]</p><p>one might yet be of service to the homeland in some quality or other and finally shed the feeling of having been worthless for one&rsquo;s country in its hardest time.</p><p>After Germany&rsquo;s merchant submarines managed to cross the Atlantic several times, the U-boats of the German navy have also appeared in the waters of New York and sunk quite a few ships. The horror is great among the English and their American friends, but even greater the joy among the supporters of Germany on the other side of the big pond. It means the theatre of action in the submarine war is shifting away from the coasts into the open sea, making the protection of the merchant ships all the harder. The question now is how America will react! It will have to satisfy the requests of our boats, but can it live with the possibility that American waters will become a permanent theatre of action? The American question becomes more and more urgent. In my opinion, we should not make any allowances and proceed with the submarine war</p>
