Apparently with the consent of Secretary of State Zimmermann, he promised the Mexicans that they would regain the southern states of the USA that they once possessed if they were prepared to attack the United States. In other words, he divvied up the hide before he killed the beast! While all’s fair in war, one has to be able to back up such promises if they are to have any lure, which would have been impossible for us in this case, and last but not least, such negotiations would have to be done in person, face to face, not via dispatches that can end up making you look stupid, as happened here.</p><p>In Washington, Count Bernstorff has discussed via telegrams</p>
