Any government will dislike any impertinent and unconstitutional interference, which places a restraint on that power with which it is invested.

This protectorship may be compared to Captain Maconochie's plan of appointing some one Protector General or Superintendent General of Convicts. A Governor of a penal colony is by his commission and by law bound to save the convict from exse excessive cruelty and ill usage from his master or the overseer placed over him, and this protection is amply afforded although under at name title less sounding than that of superintendent General. The Governor holds that office, and under him acts a Principal Superintendent and all the Police and Magistrates of Districts. All go betweens
