BRITISH ADMINISTRATION - GERMAN NEW GUINEA:

13th Novr.1914.

Sir;
On the 24th October I received from you the following wireless telegraphic message:-

"Merchant Steamer "Messina" due at Rabaul 24th October; detain her until further orders are received, but in the meantime make necessary arrangements so that, if required, 2 Officers 50 others may proceed by  her to enforce, if necessary, occupation Nauru, and bring back all the Germans as prisoners, who are to be sent to Sydney when convenient.   In political matters party under direction Representative High Commissioner Western Pacific, but in Military matters senior Military Officer responsible."

The "Messina" arrived at Rabaul 27th October, when, in reply to my request to you for further instructions, you telegraphed me in the following terms same day:-

"Letter for Commissioner Ocean Island carried by Steamer "Messina" insofar as they relate to Commissioner, Ocean Island, are also cancelled.   "Messina" may proceed Nauru without escort, taking 2 Officers and 50 others so that half may cover landing of remainder.   All Germans to be brought to Rabaul under guard.   Maintain Military occupation until arrival Representative High Commissioner, Western Pacific. Administrative work may be left to Representative Pacific Phosphate Company.   Troops must take two months supplies."

I also received another message from Navy Office, as under:-

"Referring occupation Nauru:   Note that German Government Official there named Wostrack is under parole given to Melbourne 9th Septr."

After giving the matter my full consideration I came to the conclusion that the position was somewhat complicated and therefore determined to proceed myself with the Troops, and carry out the intentions of the Government in a manner that seemed to me the best, on the spot.
