My Dear Colonel Holmes
I was delighted last night at the meeting of the City Council to listen to the Town Clerk reading your inspiring letter to the Lord Mayor, and to see the unfolding of the German Imperial Ensign you had captured at Rabaul & had sent to the City. I enclose a clipping from the Daily Telegraph giving an account of our proceedings.
Today, at the Board meeting, your letters to Council were sent round privately to the members to read but were effectively preserved from the keen eyes of the press.
Barlow at the board today referred to the proceedings last evening, at the Town Hall & moved that the Board put on record its satisfaction at the excellent progress you had made indeed we all felt a reflection of your glory.
