BRITISH ADMINISTRATION - GERMAN NEW GUINEA:

RABAUL,
New Britain,
9th October 1914

The Honorable.
The Minister for Defence,
Melbourne:

Sir;
I have the honor to forward herewith for your acceptance, a complete set of Postage Stamps of the late German Administration, seized by me at the Post Office here on the first day of the Military occupation.

Unfortunately, the stock  was very limited as the larger portion had been destroyed.

Immediately after the establishment be me of a Printing Office, I had the Stamps marked with the Royal Initial Letters "G.R.I.", and in some cases the values have been altered to meet requirements.

I propose to continue the use of these  Stamps until supplies which I have already asked for arrive from Australia.

I have the honor to be,
Sir,
Your obedient servant,

[William Holmes]
Colonel.
