Your cypher telegram August 24th we have received private assurances from Japanese Government that they have no intention to seize territory outside China Seas such as German Islands in Pacific. You can inform your Ministers confidentially but it is important no public statement should be made at present. Japanese Government have ben informed confidentially of expedition from Australia against German Pacific possessions.
