Subject:   Naval and Military Expeditionary Force

It is recommended that an order be  sent to Admiral Patey to act as follows or delegate his powers to Colonel Holmes in that regard:-

German possessions in and about New Guinea to be occupied in the name of the Imperial Government and flag hoisted, but not be annexed. Temporary Government to be established in accordance with instructions in Manual of Military Law, chapter fourteen, parts 8 and 9, pages 286 to 300.
