Subject. British Occupation New Britain and German New Guinea

While Admiral Patey had his base at Rabaul, it was recognised that all Military as well as Naval operations were under his control.   Now that he has removed his base from New Britain, Colonel Holmes is the Senior Officer and pending the decision of Imperial Government, he should receive his orders from the C.G.S. who would be responsible for arranging necessary supplies etc.
