Sir;
I have to acknowledge the receipt of your letter of the 13th instant, forwarding copy of Slater's Telegraphic Code.

Enclosed herewith I am returning the envelope which contained the Code, and you will see that although it is was addressed to me as Administrator, and marked "Urgent" and "Secret", it was opened by someone at Garden Island, Sydney, whose name I cannot decipher.

This seems to me to be such an extraordinary proceeding, that I think it right to at once draw your attention to the same, particularly as the packet came to me open, and I am anxious to know whether any documents are missing.
