In accordance with my promise I have pleasure in forwarding herewith for your acceptance, a set of Postage Stamps in use in the German Possessions in the Pacific prior to the British occupation.
Since the advent of my administration, I have had all available Postage Stamps surcharged, and they are now being used in the ordinary way pending arrival of stamps from Australia.
