Second letter from Dr. Haber, the Deputy Governor, to Colonel Watson after had received Colonel's Watson's demand to surrender.
In the Field. 14 September 1914.
Sir Lieutenant-Colonel.
I acknowledge the receipt of your letter of to-day. I beg to inform the Commander of the British Forces that I am willing to meet him at Rabaul or any other place he might name and to discuss with him concerning your demands: I beg to request a guarantee of safe conduct, not only to the meeting place but also, if there should be no agreement, a safe conduct back. I wish it to be understood that hostilities on both sides should cease until the end of the parley or until my return to the fighting line of my troops.
Please send me a reply to this effect, after its receipt I shall come tomorrow Tuesday morning with a Staff Officer to Toma.
