From "Flag"      To "General"

Vice-Admiral has been informed that information as to movements of friendly and hostile forces has been freely circulated by Officers and Men.  No information whatever is to be made known which is obtained from Cypher or Coded Signals, whether intercepted or received direct. Such signals are to be considered secret.  When the situation permits a general signal will be made by flag giving whatever information it is possible to publish.  Information has also been received that news of the operations carried out by His Majesty's Ships have been sent in private letters. It will be necessary to confine correspondence to Post Cards only and to establish a strict censorship should any further cases of this occur.
