His Excellency.
The Governor,
German New Guinea.
I have the honour to convey to you, on behalf of the Officer Commanding the British Troops, a demand for the surrender of Your Excellency and your principal officials.  I am directed by the Officer Commanding to give you safe escort to Rabaul and feel sure Your Excellency will consider the welfare of the inhabitants of the county in coming to a decision.
My force is now moving on your latest known seat of Government, Toma.
