To/His Excellency.The Governor,German New Guinea.I have the honour to convey to you, on behalf of the Officer Commanding the British Troops, a demand for the surrender of Your Excellency and your principal officials. I am directed by the Officer Commanding to give you safe escort to Rabaul and feel sure Your Excellency will consider the welfare of the inhabitants of the county in coming to a decision.My force is now moving on your latest known seat of Government, Toma.I have the honour to be, Your Excellency's obedient Servant,
