Colonel Holmes having issued a proclamation that the German possessions in the Pacific were in military occupation by the British forces and Dr. Haber, the German Governor, having retired inland with the local forces: Colonel Holmes issued orders for a mobile force to proceed to the latest known seat of government and arrest the Governor and his officials.
