Dear Holmes,

The Germans have a station at a place called MOROBE, just over our boundary; do you intend to place a garrison there or take any steps with regard to it? I should like to know because we have a station on the Mambare River also near the boundary, and the news of annexation may cause some excitement among the natives. The boundary line is an imaginary one and in places goes right thro' a tribe, so that part of a tribe is German and part British. Consequently anything that creates excitement on their side is likely to affect us.
