Kurt Horn was employed by me as a Clerk in the Treasury at Rabaul under agreement, for a period of 3 months, during which time, he was paid a salary.He rendered good service, and was of the utmost assistance in reducing chaos to order.While so employed, he was allowed certain privileges, one of which was a permit to remain out of doors beyond 9 p.m. and his conduct was never called into question.He alludes to some alleged promise given to him in Rabaul - I know nothing of this. When his services were no longer required, I sent him in common with other Germans to Australia, as an undesirable.I know nothing about hid having arranged to take up land in the Dutch East Indies, but from my previous experience i have no reason to doubt his word.I have delayed furnishing this report, so as to confer with Captain Fry, the Treasurer, who has only just returned.
