Several acres are reserved for docks perhaps not in our time, but still the provision is wisely made.

In short, Simpsonhafen is not a naval base nor is it fortified, nor is it a coaling depot on a large scale YET. But the preliminary work that takes time, the making of roads to the hills, the building of a huge jetty, the reserving of convenient spots for coal stacks etc are is all carried out.

Given a change in international affairs necessitating a coaling or naval base near Australia, Germany could accumulate coal & stores for a fleet NOW & without our having an inkling of it. There are punts enough belonging to the ND Lloyd to cool two more vessels besides two at the jetty.
