Detachment of A.M.C. will be sent with each Garrison.

In view of loss of two Medical Officers now on "Kanowna", would like services of Dr, Byrne (now on 'Encounter") for one of the Garrisons, if not required on "Encounter".

Proclamation of occupation has been drafted and copy will be posted at each place.

Ceremony arranged for hoisting and saluting Flag at Rabaul on second day. Will Navy co-operate on sea by firing a salute?

Officer in charge of Native Police at Rabaul has been arranged for and code of instructions drafted.

Asst. Judge Advocate arranged for to act as Legal Adviser, and Magistrate if necessary.

Officers Commanding various Garrisons have been arranged for, and instructions drafted.

Sixty days' shore provisions available for each Garrison.

Are Wireless Operators available with Fleet to turn Wireless Stations to our use?

Discuss letter of Governor of Papua.

When situation is cleared up by Navy small Garrisons may suffice, in which case bulk of Force could be utilised elsewhere in the Empire.
