it appears Clear, that the Establishment of Subordinate Banks throughout the Realm, sufficient in number to secure to the public the whole Issue of paper Currency, is the only measure that Can be resorted to to place our monetary Concerns on a Firm & immoveable Basis, and also, that this measure will in as Reasonable a time as Can be expected to provide so violent a Change, Effect that desirable purpose, without injury to any persons or molestation, except to those only who have intruded themselves into a Trafic peculiarly the Property of the Crown, These persons who ought in Fact to be driven headlong from the Country by the decisions of the Criminal Courts, will have time allowd them to withdraw their Capitals from this illegal Employment & vest them in innocent undertakings Equaly advantageous to themselves & usefull to the Public
