Report has been received that a Police Officer (White) name BOTH (pronounced Boat) is on South Daughter.
He has been there since our arrival and is unarmed, but was in signal communication with Govt. House prior to our occupation.
TOLKE suggest sending out the black police boy with note telling him to come in under white flag.

TOLKE says there are 3 or 4 natives on the North Daughter they are under the control of the Military force and are apparentlly in signalling communication - He says they are not armed - and but are not under his control. They are believed to be a signal warning ships of our presence .  (Correct according to Mr. Pearson)

TOLKE in conversation says RABAUL is not liable to be attacked as he understands we are in possession of RATAWUL PASS (Tunnel?) The peninsula EAST of Road RABAUL to RATAVUL (on N. W. coast) is undefended.
