Permit me to congratulate you upon you very successful operations against the Enemy - of which we have only to-day a fairly full account.

As a Lawyer, I consider your Proclamation from Government House at Rabaul (in His Majesty's Colony of New Britain) to be a masterpiece - complete clear and concise - : He who runs may read it; and it makes good reading!
May you go on and prosper.
