the site for the new township & harbor was selected in a spot eminently suited for a cooling station. Deep water anchorage for the largest sips & five hills enclosing the harbor & protecting it from any but very high trajectory fire. The entrance is deep, but could be easily closed by floating mines.

The N.D. Lloyd who are a  mercantile firm directed apparently by Imperial hands are ostensibly the selectors of the site, the vendors of the building sites & the prime movers generally. They have built a fine Jetty for their (one a month,) steamers, which jetty would berth a battleship on each side if required. A tramway runs down to the land & immediately adjacent several acres are reserved, I was told by a minor official, for coal storage.

Roads have been cut to the surrounding hills, ostensibly to encourage residents to live on the heights instead
