I laid my account when, when I undertook the arduous and unpopular task left for me to perform. I have done my utmost to impres on the Minister that if all the present restrictions on Spirits are taken off & the Gates of Importation are again thrown open to Spirits it is not £50,000 [indecipherable] that will answer the demands on Govr. & that will go into the hands of a few individuals to the annihilation of every other pursuit.
This letter goes by Lieut Bowen who takes his passage in the Lady Barlow. I mentioned in a former letter my having appointed him to command the Settlement I made at the Derwent, previous to my having any information that such a measure would take place from England. My report of the Survey of Port Phillip not being received before the Calcutta left England, In consequence of Collins fixing on the Derwent it been necessary for Lieut Bowen to give that command up to Collins, which sweetens Mr Bowen's ideas of getting home on account of the War. I have desired him to wait on you.
