of the two foremost nations of Europe and the  

world, to the union of the various races from

which they have sprung.   To go back to the brightest

era of antiquity, the Hellenes, who made peace

the centre of art and intellectual progress, and  

bequeathed to the world an inheritance which reflects

an undying halo of renown on their name, themselves

acknowledged their obligations to the [Pelasgians sp?] who

preceded them in the land, and were, to their view

at least, the Aborigines of Hellas.   And when

the Hellenes with great energy and rapidity colonized

the shores of the Mediterranean, they received, as

elements of the new Communities they were  

establishing in Europe, Asia, and Africa, many

of the subjugated aborigines.   The Roman Colonies

were formed less by the emigration of  

Roman citizens than by the introduction, by force

of arms, of Roman rule, so that the conquered

peoples formed almost the whole population of
