some others who have got large concerns, and seemingly permitted to carry them on without being interrupted. And as it is well known, that money is apt to influence men of all sorts and descriptions, it greatly attributes to draw them from their proper duty, and to apply that to their own purposes which they have no claim to; therefore every one in the service of Government, should not be allowed to follow any other employment whatever. As for the military I would remove them entirely, and never to allow others to remain but a certain stated time, for fear less they should get tainted with the principles of the former.
The only way to check monopoly must be by Government, by having their Stores well supplied with all such articles that the colony stands in need of. But if there was plenty of merchandise in the country, and vended at a moderate price, and with reasonable gains, then the investments of Government should lay lie dormant. But if there was a scarcity or any forestalling, and the prices advanced, and allowing more than a reasonable profit, then for the stores to be opened. The interest of a dead stock may be objected to, but that ought to pass unnoticed, as the Colony will not admit of any other way to check monopoly, owing to there not being a sufficient number of traders, to strive which will sell upon
