an evil that can not well be remedied, for many that are well calculated for such undertakings, are kept back for want of interest and recommendation. And others entirely lost in obscurity. Also there are instances of some men, who can discourse well upon some subjects, and make them appear right and clear by theory, yet are by far, inferior in ingenuity to others of a reverse appearance, and who can scarcely express their ideas. But another evil seems to me to exist, from some of the officers being too forward in passing their opinion, and as they are hire people of consequence, (letting alone their abilities or what they were originally) their advice seems to have more weight than the merchants. But such opinions should never be suffered to encroach upon a man who is capable of conducting what he undertakes.
The description of men that are most wanted, are a few good millwrights, colliers, and farmers, who are well acquainted with breeding cattle. I have represented before the generality of workmen. But what is rather singular, there are several wheelwrights, but instead of making wheels upon the modern method, of running nearer upon the ground
