my suggestion, has prevented any being sent from India. Any ship taken up to bring Provisions or Stores out from England, take a quantity of English articles as a private investment what they can smuggle at Rio Janeiro, they get spirits far at a trifling price & bring to this Colony - and if they do not touch at the Brazils they take care to bring plenty of Cape Brandy. To check this, I have emitted to the Transport Board & Sect. of State to request that these ships may be restricted from bringing more than 500 gallons each by their charter party, and if attention is paid to my request this source will soon fail. Another Chanel through which a quantity is brought is by American vessels on their way to China.   Five ships have arrived from that quarter since I took the command, one of which with an immense Investment cleared out from Providence for this place & 13,000 gallons of N. Engd rum, I positively refused permissionn to sell a drop, & took such measures as to prevent any being smuggled, which caused him to go away in great dudgeon. Another
