with which this Colony has & does still abound, altho a great number of them, have been obliged nolens volens, to retire from business, - Since my arrival here, & taking the command, I have been enabled by dint of patience to bring prices into some reasonable bounds, the consequence of which has been that the Settlers set can purchase what they want, at the first hand, that is to say from the Master of the ship without paying 32400 P Cent to the [indecipherable] of Dealers, and such has been the immense quantity of things brought to this Colony that almost every [indecipherable] article can be purchased for nearly the premier cost in England. The unrestrained manner in which spirits have been allowed to be brought into the Colony, it would seem has operated very generally throughout the World in encouraging every adventurer that comes here, to bring as great a quantity as possible however, the very discouraging restrictions I have put on that infamous traffic, will I have no doubt compleatly strike at the root of that evil in another year.  Government at
