from me, it however has so happened, that he brought me no order from the Secretary of State to locate to him any land, or grant him any indulgencies.  He brought a Letter from Sir George Shee stating it was the Minister's intentions so to do, and that I should have discretions thereon, but no such document has reached me.   As I could not act without orders, I assumed an authority on Sir George Shee's letter, and informed Dr. Townson he should be put in possession of Land to the amount of Two thousand Acres, whenever he would point out to me He had chosen the Place, and as soon as my orders arrived I could give him the customary Grant - that he need not be under any doubt of Government agreement being fulfilled.
