Dear Sir

          Since the departure of the Calcautta a Letter from the Rt Honble Lord Hobart dated 24th June 1803 under a flying Seal, (which was first received at Norfolk Island,) directing the greatest part of that Settlement to be withdrawn, and a Settlement to be established at Port Dalrymple, which His Majesty has been generously pleased to give me the appointment as Governor.

          I feel myself highly honored by the important trust with which I am invested, and if my health will admit (which I am sorry to say has been very indifferent for many months) I have no doubt of giving satisfaction, notwithstanding the many disadvantages, both with respect to its enterance, and barrenness of the Country in general (if reports can be credited)
