I regret being obliged to mention to you the name of Short - his conduct has been so obnoxious to everyone here as to make him detested by every one. His violence & improper behaviour has been such to his First Lieutenant & Master they could no longer live under his command & after applying to me for a Court Martial to be held on him; he wrote to have one on them. I ordered two Courts of enquiry in consequence, which Courts determined it was necessarry to send him home, & accordingly I gave Lieut. Putland an Acting Commission, & making exchanges with the Buffalo's officers & Men have sent sent them all home in that Ship with proper evidences. At first
