Mr. Boulton has proposed on some papers presented to the Commee for Coin which appear to be well drawn up to undertake the Business if he should be employd on terms much less disadvantageous to government than the Statement above which in truth is intended rather to shew the greatest possible loss that can under any circumstances take place than to bring forward any of the the best means that may can be devisd for Reducing it, the necessary examination of his proposals seem however to require a more diligent scrutiny & a head better versed in the analysis of mercantile calculations than is likely to be found among the members of H.M. Privy Council The talents & experience necessary for such an investigation must of course be always under the Command of the Lords of the Treasury in whose department the examination of all matters relative to the making of contracts is better daily carried on by persons well acquainted with with then Perhaps in any other place every branch of mercantile knowledge
