By a conveyance to St. Helena on the 15th Instant by the Justina, I wrote to you for the information of my Lords Commissioners of the Admiralty ;  and now by the Ship Alexander bound to Rio Janeiro, I transmit a detail of, the circumstances to which my former Letter alluded ;  all of which have arisen from the behaviour of, Captain Short who commands the Porpoise under me, an Officer while enjoying the greatest priviledges and indulgences, has been the most irritating and insulting, that a Person in my situation ever experienced ;  aggravated too by a specious denial of, committing
