Understanding from a friend of mine, a Commissioner of the Transport Office, that a Ship called the Duke of Portland is just taken up to go to New South Wales, and being anxious to avail myself of this opportunity of getting out, I take the liberty of informing you I some time ago addressed a letter to Mr Windham stating it was my wish to establish myself and Family in that distant part of the World, and after mentioning my Services, which I trusted gave me a claim to his notice, begged he would be pleased to Order me such Grant of Land and other indulgence as my exertions might seem to him to merit. This letter Mr. Chapman took the trouble to deliver - he informed me, some time after, it had been graciously received, and that Mr. Windham had observed he would be happy in complying with any wish of mine. Fearing the multiplicity of momentous concerns, that must be necessarily pressing upon the Secretary of State, may occasion my claims and wishes to be overlooked, I have to request, as a particular favor, you will be pleased to bring my application to his recollection. A copy of my letter to Mr. Windham is herewith sent, together with a statement of the quantity of Stock I now possess. Having written a few remarks on His Majesty's Settlement in New South Wales, and on the Harbour of Port Jackson, as an eligible place from which a Squadron could sail against the Spaniards on the Coast of Chili and Peru I have presumed to enclose it to you as the Patron of that rising Colony.
